Pros

If you're on a smaller team, the atmosphere can be wonderful. They leave you alone to do your work and the managers are able to make changes suggested by the team. Basically, any team that is not on the vertical teams will function better because the people doing the work get to make suggestions on process changes that are more easily implemented.

Cons

The vertical teams are very micromanaged and numbers driven. With so many hands in the management pot, your amazing ideas on process changes are ignored, lost or just flat out disregarded since 17 people all have to agree on one thing. Seventeen is an estimate, of course.
