Corporate has a great ethics policy that includes an open door policy. Provide learning resources to ALL employees

The issue is local management doesn't follow it. The do not respect their employees. Give little to none job expectations unless you do something they don't like. Then they act as if you are stupid, dumb, and or incompetent. They never solicited employee input.
