Management is the biggest issue by far, I have seen software engineering teams end up with managers with mechanical engineering backgrounds causing a clear difference in ideas between the engineers and leaders. Management cares only about metrics rather and personal contribution but ill add the union only makes this issue worse. Hiring talent is a joke, not only do they not offer competetive wages, there is a ton of red tape preventing getting good people, and finally the WORST issue by far for hiring is that the majority of interviews are incredibily easy and do not ask questions related to the job they are posted for. The interview process allows people who have no idea what they are doing join a team and become a drain on resources.
